4.9 from 65 reviews

This Low Carb Philly Cheesesteak Casserole is a delicious, hearty dish inspired by the classic Philly cheesesteak sandwich but made into a cheesy baked casserole. Featuring ground beef, sautéed bell peppers and onions, creamy cheese, and a blend of provolone and mozzarella, this casserole is perfect for a comforting low-carb meal that comes together quickly and easily.

Ingredients

Scale

Meat and Vegetables

  • 2 lbs ground beef (80/20 preferred)
  • 1 large onion, diced
  • 2 large bell peppers, diced
  • 2 cloves garlic, minced

Dairy and Cheese

  • 8 oz cream cheese, softened
  • 8 oz provolone cheese, sliced
  • 1.5 cups shredded mozzarella cheese

Other Ingredients

  • 2 tbsp Worcestershire sauce
  • 1 tbsp olive oil
  • Salt and pepper, to taste

Instructions

  1. Preheat the Oven: Preheat your oven to 375°F (190°C) to prepare for baking the casserole.
  2. Sauté Vegetables: Heat the olive oil in a large skillet over medium heat. Add the diced onion and bell peppers and cook until softened, then remove them from the skillet and set aside.
  3. Cook Ground Beef: In the same skillet, add the ground beef and cook until it’s nicely browned. Drain any excess fat to avoid greasiness.
  4. Add Seasonings and Garlic: Stir in the minced garlic, Worcestershire sauce, salt, and pepper. Cook for 1–2 minutes to meld the flavors.
  5. Melt the Cream Cheese: Lower the heat and add the softened cream cheese to the skillet, stirring until it’s fully melted and combined with the beef mixture.
  6. Combine Vegetables: Return the sautéed onion and bell peppers to the skillet and mix thoroughly to incorporate all components evenly.
  7. Assemble the Casserole: Transfer the beef and vegetable mixture into a baking dish. Arrange the provolone cheese slices evenly over the top, followed by sprinkling the shredded mozzarella cheese across the surface.
  8. Bake: Place the baking dish in the preheated oven and bake for 15–20 minutes, or until the cheese is melted and bubbly with slightly golden spots.
  9. Rest and Serve: Allow the casserole to rest for 5 minutes after removing from the oven to set and cool slightly before serving.

Notes

  • Use ground beef with at least 20% fat content (80/20) for the best flavor and moisture.
  • Feel free to swap provolone with another melting cheese like cheddar or fontina for a different twist.
  • For added spice, consider adding crushed red pepper flakes to the beef mixture.
  • This casserole can be reheated the next day and tastes great as leftovers.
  • Make sure to fully soften the cream cheese before adding to ensure smooth incorporation.
